I was able to download this file and unzip .brd and .pdf file. Are you saying, you cannot find these files?

Greetings,

There are two files within this zipped file: a .brd file for pcb layout and a pdf file. Actual gerber files are not within this zipped file. Using .brd file you can generate gerber files. Please use cadence free pcb layout viewer to view this file. You can find this viewer on Cadence web site.

That's right. BRD data can not be decompressed.
When decompressing, a message appears when the data is broken.
I am using orcad for the CAD being used.
I can not create a substrate without opening Gerber data.
Is there a way to solve it?

Please use Cadence Allegro Free physical Viewer. This would enable you to look at detailed board stackup, pcb layout, and other parameters for detailed pcb review. Here is a link to this utility:
