I'm looking to develop a design incorporating this part, but it does not appear to be available in WEBENCH, nor is there a TINA-TI or unencrypted PSPICE model available to be downloaded.

Is there somewhere I can get a model of this part?

TPS62402 is available in WEBENCH. You can access it by clicking on "Open Design" button of the TPS62402 WEBENCH Designer panel on http://www.ti.com/product/tps62402

The WEBENCH Classic designer which uses Flash can't run on my browser due to security policy prohibiting Flash. It also doesn't appear to support a 1.2V output, even though the part supports this. I was wondering if this part will be made available on the new WEBENCH HTML5 app.

The PSpice model available at the link you provided is encrypted, so it doesn't work with TINA-TI.

Yes, for this specific part and other dual output parts, Flash needs to be enabled for WEBENCH. At this moment, we do not have plan to make this part available in the HTML version. I will request the product line to take a look at your question regarding design and TINA-TI sim model.
