CC2540EMK-USB: How to use this as USB BLE adaptor

Hi Team

My customer is trying to communicate the CC2540EMK-USB with CC2541KEYFOB-RD through BLE while the CC2540EMK-USB is connected to the PC, and then detects the PC through the CC2541's keys control.
The CC2540EMK-USB is preprogrammed, it can only be recognized as COM6 by the Windows task manager rather than a BLE adapter.
The customer thinks that the off-the-shelf sniffer is preprogrammed which prevented them from doing what they trying to do, and was wondering if there's a way to configure this as a USB BLE adaptor instead.
Does CC2540EMK-USB have the function to achieve what the customer's planning to do?

Another question from the customer is that he wants to know where he can get the Hex file for the BLE adaptor and the Hex file for setting the sniffer back, as well as the page number which indicates how to use it.
