CC2650EM-4XS-RD: CC2650 0Xbad Error while using SmartRF studio

I am currently designing a custom PCB with CC26504XS, single ended/external bias, and while performing bringup-tests in the SmartRF studio 7 v2.21 as described in the SWRA640E document, I am not able to get any data transmitted or received with current design. In the command window, appears the status 0xbad, which from previous TIE2E posts indicated hardware failure. 

I have checked VDDR and it's 1.68 as described in the TI document, and would like know what should I be looking for in the debug process either at the Registers in CCS, or in a Osciloscope or Lab equipment. 

I am able to compile codes that will light up a LED on my board, but the RF modules are still not working. Attached is a version of our current schematic(L4 is removed)
