Does the CC2642 (and associated LaunchPad https://www.ti.com/tool/LAUNCHXL-CC26X2R1 ) work as a BT5 packet sniffer w/ PacketSniffer2 Software?

CC2642/CC2652 only supports for BLE.For BLE5, you can only see advertisement packets, but will not be able to follow a connection data.

I would advice you to use a third party sniffer: Ellisys or Frontline.
