In summary, the clock accuracy required by the Bluetooth specifications for the central role is stricter than the one for the peripheral role. In addition, widening the reception window help compensate the clock inaccuracy on the peripheral side, which is not possible on the central side.

In the following case if the internal 32kHz RC low frequency oscillator could be used? And what is impact compare to outside 32kHz crystal,
CC2642 as Anchor which is only used to scan BLE signal, scan period is 100ms, do not connect with Phone

As long as you do not intend to support connections, this should be fine to remove the LF crystal and use the internal RCOSC_LF
