To help us address your question, do you mean that you want to physically add a heart rate sensor to interface with the CC2650?
As in, adding the sensor to the schematic/layout with the CC2650?

I would like to physically attach a MAX30102 to a CC2650STK SensorTag. I think I can do this by soldering headers to the DEBUG-DEVPACK and then using jumper cables to attach the two. Would this approach work?
Looks like the MAX* device uses I2C, and our CC2650 does support I2C, so in theory soldering onto the board could work.
I'll loop in a HW expert to comment on other considerations.

Yes this approach would work fine. Make sure to include some pull-up resistors as I2C is open-drain and won't work without them.
