Is there any DotNet support for BLE Over The Air Download (OAD) to CC2652R74T0RGZR target? I am looking for a utility or a library that I can use with my C# WinForms application to accomplish updating the firmware over the Bluetooth interface.

Not to my knowledge. But you can take a look at the source code of the https://www.ti.com/tool/SIMPLELINK-CONNECT-SW-MOBILE-APP to use it as reference for the OAD implementation.
