Independent CC25XX programing

Good night guys, I am a new Texas' products users, although I am familiar with Atmel products such as Atxmegas and SAMs.

I am starting a new project where I must transmit some data using as few power as possible, for this task the SoC cc2540 seems perfect but I am wondering if it is possible to program it using an independent (free) platform, project my own board and use a debugger similar to the JTAG ICE (which have PDI, JTAG or any other similar interface).

My point is, is it possible to use those chips without buying a developer kit and a compiler?
