using the 7x7mm package form, I need to connect a micro USB for downloading of program to the MCU. Can the UART pins be used for this?

Not directly.

You can program the device through:
- UART, see www.ti.com/.../swra466a.pdf. Then you would need some sort of USB - UART board.
- jTag, using a XDS110/ XDS200. Our launchpads contain a XDS110 that can also be used to connect to an external target.
