Hello,

1. What is the best way to solder CC2640R2F RHB (5x5) chip to the PCB? Dots or Squares?

The layout shows this:

But the example stencil design (on the right) shows this pattern:

2. Is the PCB that is soldered to the chip connected to GND, Veb or is it separated (not connected to any other part of the PCB)?

The dots shows are the vias required to get a good ground connection to a ground plane.

The squares shown is the suggested pattern of solder paste.
2)
Could you rephrase the question? The chip has several pins soldered on to the PCB and it's not clear if you refer to only one of them or several.

So all the dots are connections to the Ground plane (which is on the bottom layer in this case)?

Yes. This should be possible to see from the drill file in the reference designs.
