CCS/DEVPACK-LED-AUDIO: sensortag_light example project, is it meant to do anything?

I'm trying to get started with this DEVPACK-LED-AUDIO board for the CC2650 SensorTag. Built the stack and the app projects and flashed them into the device. No green led flashing, suggesting that it's trying to pair and establish a connection, no led activity at all, no sign of it in a scan. Is that project for another board. I must have missed the readme file, is it in an obvious place to everyone else? Then I looked at the documentation for the device:

I always assume that the "dev" means development, which means that I should be able to write firmware and flash it into the device. So I need an app to flash the device. So what are the steps build the projects (Stack and App) on a Windows VM, (because of course the BLE stack is shipped as an exe file), transfer the resulting binary files to a smart phone, Find some sort of App for my smart phone and then try and flash the CC2650 with new firmware from the App.

I hope that's not the required workflow but given the documentation "Install devpack firmware from the app" I guess it could be anything.
