The stack code runs on the attached processor, either a mcu or linux based host. The service pack (SP) is loaded onto the controller at initialization time. The SP essentially updates the built-in ROM code.
Yes, they will need to configure the UART on the host and the controller so they interoperate. Additionally, there is a BT_EN signal from the host. There are examples as part of the stack release package for STM32, MSP432, and LInux that should help get them going.
