CC2640R2F: [CC2640R2F] Sometimes can't reset when OAD finish.

Hi TI team,

sdk version: simplelink_cc2640r2_sdk_4_10_00_10
example: simple_peripheral_oad_offchip

We verified the OAD function with BTools,  but OAD has different result when different voltage.

Power supply set different voltage, OAD result as below:
over 2.99v : BTools status display successful, custom board always can reset and FW has upgarde.
below 2.98v:Btools staus display successful,  custom board didn't reset, FW still keep on Old version when re-power on by power supply.

 Would you has any idea for this issue? thanks.
