I own the CC2541 Mini-DK, and have the following question:
Can the CC2541 Keyfob v1.4 that came with this mini BLE dev kit be made to support iBeacon functionality, or will I have to buy a SensorTag?

OK, I can manage that, I'll get back to you when I can confirm that that works on my end. One question: Will it be manageable without the full version of IAR embedded workbench? I'm on a tight budget, and I already did the 30 day trial which has expired.

Yes I've discovered that there are no easy alternatives. Would I still need to modify any embedded software just to achieve iBeacon functionality if I just bought a SensorTag instead? That clearly would be cheaper.
OK, I have obtained IAR and have been successful in both modifying the program SimpleBLEBroadcaster and flashing this program onto the keyfob. The keyfob is indeed being detected as a bluetooth peripheral named either "TI BLE Sensor Tag" or "SimpleBLEBoradcaster."
However, I'm still having difficulties:
The keyfob cannot be connected to, and apparently there are "no services available" on it. Also, it is not being recognized as an iBeacon. What would you suggest?
Yes, I found that out, which is why I downloaded a modified version of SimpleBLEPeripheral instead.
OK so I now have a modified version of SimpleBLEPeripheral that supports iBeacon functionality, except on the iOS end, its proximity is not being recognized, quite probably because SimpleBLEPeripheral does not by default include any sort of proximity profile. How should I modify SimpleBLEPeripheral in order for my iOS app to be able to detect it and determine it's proximity within a Core Location Region?
