ETSI does not provide a certificate for a chip. You have to do a ETSI certification on your product in a certified lab.

In the datasheet it says "Suitable for Systems Targeting Compliance With Worldwide Radio Frequency Regulations • ETSI EN 300 328 (Europe) • EN 300 440 Class 2 (Europe)......"

What it is mean that?

Can you please provide the ETSI testing report if you have?

That means that the reference design (EM) has been tested in our lab according to the test methods stated in the standards mentioned. The datasheet show the results.
