TIDC-CC2540-BLE-USB: Windows 10 Enterprise version 1709 not recognizing device

Hi TI Gurus :) 

I am having issues installing drivers ( only need the USB dongle to program BT & RF car keys .)

I did install this file, but according to the instructions, another window should pop-up where Windows asks if I want to install this device, but that is not happening. After CMD window, nothing happens.

Here's  the manual " 

INSTALL INSTRUCTIONS:

1. Plug dongle into the computer.
2. Right click on the "install" file and "Run as administrator"
3. "Do you want to allow the following program to make changes to this computer?" Yes
4. A Black/DOS window will popup, wait.
5. Windows Security: "Would you like to install this device software?" Install - <-----    Missing this part

NOTES:
You should see: "Number successfully imported: 1"
If you see: "Permission denied" or something about not allowed, you probably didn't run as administrator."

Any assistance please, I am not very tech savvy haha :)
