Pairing issue and connection problem on CC2540

Recently i bought an cc2540 ble module. But i m facing pairing issue with that. if i connect 3.3v and gnd to ble module, my android mobile is able to detect the "hc-08".But i coulnt pair it with my mobile phone. It is showing "pairing for some time, then it is showing "device has not been connected" error. kindly help me to resolve this error.
What software do you run on this CC2540 BLE module? I would suggest you to use sniffer to check what happens over the air.

Also note that you will need a dedicated (smartphone) application to utilize the BLE feature set, you will not be able to pair through the native Android Bluetooth settings.

It got worked for me. i used BLE scanner app to communicate with blue tooth module to mobile phone. but it is not paired.
I have a doubt, i m using Bluetooth 4.0. These Bluetooth module Low Energy modules dont need to pair with android phones? pairing is not required for sure ?
because i have communicated without pairing.

Correct, pairing is optional.
Actually, "pairing" in Bluetooth low energy only means "encrypting the link" for that specific connection. If you want the devices to remember each other, you must use pairing with the bonding options.

If pairing is optional for blue tooth modules, then how can we connect Bluetooth modules with android apps (like blue tooth terminal) f? Pairing is necessary for these apps. Please get me some idea.
Some applications still require pairing as part of the use case security. Please consider Bluetooth Classic (BR/EDR) and Bluetooth low energy as completely different protocols. For Bluetooth Classic, pairing is part of creating a connection. In Bluetooth low energy, pairing is the process of optionally encrypting the link after the connection. Please refer to the Bluetooth core specification for more details on the topic.
