I am trying to write LabVIEW script for a SmartRF05 Evaluation Board with CC2540 Module attached. I cannot communicate with the board via PuTTy with a serial cable. The board is on and operated correctly with SmartRF Studio 7 via USB.
Has anyone used LabVIEW to control one of these boards before, and if so, how?

YKs answer is correct. Have you looked if you somehow manage to use the Test Environment provided in SmartRF STudio (See under the Tools menu in the upper right corner in SmartRF Studio)

I downloaded and looked at Test Environment, but it only works on cc13xx and cc26xx modules. Mine is a 2540 module.
So is there any way to access the evaluation board other than Smart RF Studio?

As it is mentioned in the link, you can run HostTest on CC2540 module mounted on SmartRF05 and communicate with it using HCI command through RS-232 port on SmartRF05.
The test environment also works for other radioes than CC13xx/ CC26xx, did you read these sections:
