CC2540: Error Can't find 'boot_dal_ext' symbol in ./dal_ext.dll

I am having the same issue:

I tried creating the described solution, but it still doesn't work.
Does everyone trying to use Perl have this issue?

I looked over the problem/description in the link, but it seems the users are able to communicate to the board. My issue is I can't communicate to the board. 'boot_dal_ext' can't be found in './dat_ext.dll. I have looked at this and dal_ext.pm and cannot find an issue. It may be my lack of understanding of Perl, but it seems like the instructions presented should be straight forward. I don't know if I am missing something or it just doesn't work.
