We do refunds on products where we can confirm that something has gone wrong during manufacturing of the kit.
From what you write it doesn't sound like it's a production problem. Your post does not include information on which software you are running etc which would be required to pinpoint what is going on.

The LPSTK is a development tool and the out-of-box software is meant to showcase some of the possibilities to the chip used. Could you confirm that you are using the latest version of the software?
What do you mean by " stop functioning", Note: Accelerometer coordinates are NOT sent periodically. They are only sent when a tilt is detected. It would be helpful if you provided the UART log (described here: http://dev.ti.com/tirex/explore/node?node=AOIH63Cn648CXJqHALlJuw__pTTHBmu__LATEST) to be able to see what happens before you see it stops sending data in the app.

It's not a policy to give refund on evaluation products.
"Accelerometer stops functioning after a period of time ": From your description this sounds like how the software is implemented and not a hardware bug. Since software can be updated it's not covered under warranty.
Since the sensor is working again after a reboot it's not a hardware issue.
This is a development tool that is made to develop new code. If you want a different functionality than provided by the out of box software you can write your own code.
I don't see an reason for refund in this case.
You are missing a point here: The behavior you are seeing is most likely caused by a software bug.

If there is no acceleration or movement, at Simplelink Starter App the graph does not fluctuate obviously. Because it is recording constant data or the same data. But, it is still recording data.

Post a video showing the accelerometer sensor data at Simplelink Starter App, where you move the LPSTK-CC1352R, then stop, do it repeatedly. If your battery is low, some issues may occur, so make sure you use new batteries.
The LPSTK-CC1352R, is well packaged, I doubt it will have any hardware damage, when you first got it.
