CC2541-Q1: CC2541-Q1 PIN status during the first programming

We would like to know the CC2541-Q1 all the pin status during the first updating,not the reset state.
We couldn't find the description for this status.

What do you mean by "first updating"? If the IC is not programmed the registers will remain in the reset state.

When the CC2541-Q is updating,we want to know the pins output status.

Updating in what way? When you program it in production? During OAD?

Updating on-board after all the componnets is mounted .

Will the IOs be configured as inputs with pull-ups?

If CC2541's Pin5 Pin6 Pin 7 Pin 37 Pin38 were connected to GND during reset or first updating,will it be OK?
