Does TI sell any RFID tags that are compatible with reading and writing from smartphones? The RF-HDT-DVBB seems like it should be compatible, but I am not sure.

the RF-HDT-DVBB is an ISO15693 compatible tag which can be handled by a smartphone. The used software on the smartphone must be able to support the TI tag for writing because when writing data to the tag, in the ISO15693 write command flags filed, the options flag must be set, which is specific for the TI tag.

How would I be able to tell if the software was compatible with TI tags as opposed to just ISO15693 tags?

I don't know what the application is, but when for this application an app has to be programmed it can be taken in account to set this bit in the protocol when writing the tag. For other apps, the only way would be to test if the writing works with the TI tag. The reading works in any case.
