Wireless protocol for underwater application

May I check with you if you have any wireless protocol recommendation for underwater application ? About 20 inch deep.

I am not aware of any development for underwater applications, unfortunately, due to that application generally needing lower frequencies than our Sub-1 GHz devices support (attenuation in underwater channels increase exponentially with frequency).
