I am not entirely sure what you mean by the "programming specs for fastest programming method", but you can use any of the currently available XDS-class debug probes for programming your device - the most suitable are listed at the section Design and Development of the product page.

Years ago I did a collection of benchmark measurements with various JTAG Debug Probes and they can be found at the URL below.
If you want to experiment with the various debug probe speeds, make sure to follow the various subsections of the page.
I left the JTAG group years ago, therefore unfortunately the numbers are not up-to-date with the latest devices. However, your device should perform quite similarly to the CC2652R1.

Thanks for the clarification. Some information is available at the device's TRM, but the intrinsic details of the JTAG programming are not public.
