Is there a voltage limiter inside of the RF430CL330H RFID?
My customer has tried several antennas with different sizes and different numbers of turns but still can’t get more than 2.5V, the TIDA-00524 board also delivers not more than 2.5V from antenna.

As also noted in the app note, there is a RF limiter.
