CC2592: CC2592 via keep out area confusion

Hi,

page 19 in the datasheet for CC2592 (SWRS159) dated Feb 2014 states that there is a via keep out area next to pin one. That indicates to me that I must keep copper away from that area.

But as far as I can see in the reference design files (for example the gerber files found at https://www.ti.com/tool/CC2538-CC2592EM-RD#technicaldocuments), there is copper pour all over the keep out area.

As space is very precious in the design I am working on, I need to know whether it is OK or not to place routes or vias in the keep out area.

EDIT: as Nathan mentions below, page 18 in the datasheet contains the information needed. The pin 1 indicator is tied to the exposed thermal pad.
