Are you using CC2538EMK? If so, please view the design files. In the schematic you will see the note:

To use the SMA connector for investigating the RF signal: Replace L374 with L375

        I have replaced L374 with L375, and when I did the Power Test without antenna, just a SMA connector, it's also can have a right communication and the avg. RSSI is about -60dBm, can you tell me why?

Are you saying that by switching the SMA connector without attaching an antenna you are seeing RSSI at about -60bDm? If so, that seems about right to me. The SMA connector and the PCB trace with nothing attached will still act as antenna, just not an antenna that is tuned or efficient. If RX device and TX device are close together you will still be able to get communication between the devices but you will see poor performance and limited range without a proper antenna.
