CC1310: Internal DC-DC Converter Information

Hi all, 

I'm working to certify a product containing a CC1310F128 for use in hazardous locations. For this, the certification agency needs to know more about the CC1310's internal DC-DC converter. 

Essential question: What type of DC/DC regulator is the "On-Chip Internal DC/DC Converter" in the CC1310? Is it a switching buck converter? Any additional info on the converter appreciated.

Background:

To certify our product, we need to know if the CC1310's DC/DC converter is a "voltage-enhancing circuit", i.e. one that can increase the voltage in any scenario, with or without faults applied. If the internal DC/DC circuitry can in any situation allow the voltage can be increased, we will need to take extra steps in our PCB design to limit the voltage. If the internal DC/DC converter can only lower the voltage, then we don't need to take any addition safety measures.

So the deeper question can the CC1310's internal DC/DC converter enhance the voltage IN ANY SITUATION (any pin shorted to any pin), or can it only lower the voltage?
