When I try to select the european freq for TI 15.4 , I get the choice between 915 and 863 Mhz. I think for Europe this should be 868 Mhz ?

Hey Peter,
The European ISM band is 868 Mhz. This frequency range is approximately ~863-870 Mhz.
Depending on your application, you'll need to select the appropriate channel to tune to the correct frequency.

Each channel is centered around a particular frequency. The OOB examples will select the least noisy channel to operate on from the channels enabled with the SysConfig tool.
