Taking CC1310 Launchpad as reference, I've built a board using CC1310. But when I tried programming the board using launchpad(By shorting GND, TMS, TCLK, TDI and TDO), I'm getting this error:
Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
I've tried the following steps but none seemed to work:
Between DECOUP pin and ground, my circuit has 1uF instead of 12pF capacitor.
What do you think could be the problem? I'm posting schematics for you to verify. Do you notice anything unusual?
Any inputs that you provide will greatly help me.

Thanks for the reply. Here are my observations:
I've observed one interesting thing while measuring Voltage on VDDR pin. The waveform of voltage resembles the "Voltage Discharging across Capacitor". (When I put the probe on 48 pin, the voltage decreases exponentially from 2.06V all the way to 1.88V in 1.8 seconds) PFA pictures of the same:
