Jeff,

unfortunately, the PC Tool (provided by a 3rd party) has been recently discontinued so we are not able to provide it to our customers.
The publicly available interface to the Stack is found here:
github.com/.../README.md

Note that today the Stack on TI.com (OMSv3.0.1) uses the MAC Protocol v1, newer TI OMS Stack versions that are in preparation will use the v2.
