UDP server code you find at CC32xx SDK example udpecho.
But you should look to examples at link above. It will help you to understand how UDP with BSD sockets works. Without this understanding you will not be able manage your task.

Inside CC32xx SDK (current version 5.10.00.02) you find this example under examples\rtos\CC3220S_LAUNCHXL\ns\udpecho. Example you find at TI resource explorer as well.

By default UDP stack is enabled in CC3210? If not please let me know how i can enable it.
Currently we are using only TCP protocol and if i try to create UDP or RAW socket i'm getting error during socket creation itself. I'm using same example code shared by CC3120 simple link.
I'm getting return value as -2018 for calling sl_Socket function.
And how can we test UDP server and client with windows if any application i can use for the same please suggest me.
Please help me out.

Yes, UDP is embedded by default inside CC3120 by same way as TCP. Error code -2018 is returned, when you call sl_ API before NWP is started (by sl_Start API). Before calling any sl_ API, NWP need to be started.
For testing UDP is many programs freely available at the internet (e.g. netcat, Hercules setup).
From your question is looks like that you not have high level of basic knowledge of computer networks. I am not sure if you are going by right way. If you deeply describes what you need to exactly, I can review your direction.
