CC3220MODA: Regulatory Domain and User Setting

I'm working with a customer on a handheld device that will be sold in the United States (FCC), Canada (ISED), and EU/UK/AU/NZ (ETSI). regions. The plan is to set the regulatory domain for US for shipment into the US and Canada markets, and EU for the other "ETSI" regions.

The product has a user interface (keypad + LCD) that allows the user to change the regulatory domain, in the case that they want to travel to a new region and continue to operate legally. The product run in STA mode, 2.4GHz band only.

The test house has raised to attention the following FCC requirements:

The handheld device does not have GPS capability and is not cellular. It is also not guaranteed to be connected to a public IP network (internet) to discover geo-location based IP address data.

The test house is asking if it is possible to either disable channels 12 and 13 in "EU" mode, or reduce the output power of channels 12 and 13 to meet the FCC requirements in NA mode. I see that in the NWP user's guide, there is a setting called "World Wide - 00". Does this setting by chance meet both the FCC and ETSI region requirements? Is it available on the CC3220, or only the CC3235? Any other thoughts?
