CC3235MODAS: JTAG_TCK cannnot set the module pin21

Hi

I am currently debugging a product using CC3235MODAS.
Prior to that, we are evaluating a functional prototype using Launch-CC3235SF in parallel.
I'm thinking of debugging via JTAG, but the TCK pin is ...
--Lauunch-CC3235SF (CC3235MODSF), we can select with pin21 in Code Composer Studio.
--Only pin20 can be selected with CC3235MODAS.
What's wrong?
For this reason, Launch-CC3235SF can be debugged with JTAG, but not with CC3235MODAS.
Both Launch-CC3235SF (CC3235MODSF) and CC3235MODAS are described as having the same MODULE PIN No. 21 in JTAG_TCK in "7.2.1 Module Pin Descriptions" of the data sheet SWRS243B.

Does anyone have an idea?
