CC3220SF-LAUNCHXL: TIDM-1020: Custom Alexa Commands, such as "Alexa set voltage to 3 Volts"?

The TIDM-1020 reference design currently leverages the Alexa Smart Home API:

This is a easy to setup API that supports common home IoT devices such as thermostats. However, the cost of its ease of use is that it rigidly defines the supported interactions. For example, looking at the thermostat API docs:

You can see that for a Smart Home 'thermostat' device type, you can only control the temperature settings, fan speed, and on/off settings. You would not be able to command it to change voltage/amperage settings. To do that, you will need to design a custom skill. 

However, it seems like the Alexa Smart Home API is getting improved and have the sort of capabilities you want in a developer preview:

In particular, this interface seems promising:

You'll need to figure out how to modify my AWS lambda script to add that functionality, but if I understand the new changes correctly the dev preview version of Alexa has what you're looking for.
