CC3100MODBOOST: Unable to get address from DHCP server in AP mode

I'm using the CC3100MODBOOST board in AP mode attached to another board for development.

After entering AP mode, stopping, configurting, and starting DHCP, I connect with a windows laptop and am unable to get a IP address from the CC3100's DHCP server.  It doesn't appear to be answering DHCP DISCOVER messages.  As of yet, I haven't gotten it to work with any devices.

CC3100 FW and driver versions:

AP IP: 192.168.1.1
AP Gateway: 192.168.1.1
AP DNS: 192.168.1.1
AP Mask: 255.255.255.0

DHCP Server settings:

DHCP Lease Time: 4096 ms
DHCP IP Start: 192.168.1.2
DHCP IP End: 192.168.1.11
