WL1837MOD: BSC_Initialize() returns -4 with BTS file after V3.9

I'll also post this on the Bluetooth forum but it is related to the Wilink device.

For a while now I've been using the Bluetopia stack with TI's BTS file to configure the bluetooth hardware of my WL1837MOD device without any issue.

I found that if I try to upgrade the Bluetooth script(BTS) file to anything after version 3.9, the bluetooth device does not initialize properly. Currently trying with V4.5 from here: 

After some digging, I found that BSC_Initialize() function returns -4. 

I'm sure my hardware isn't the problem since V3.9 of the BTS file works fine. I checked the revision history of the BTS file after 4.0 and I don't see how the revision can break initialization.

Since I can't see the source for BCS_initialize I'm not sure what to make of it.

Any help is greatly appreciated!
