CC2564MODNEM: Initialization with TIInit_6.7.16_bt_spec_4.1 on HCITester

I use HCITest to initialize the CC2564MODNEM and set BT module in test mode.

(1)  'Send’ HCI commands and only ‘Wait’ the response of ‘0xFF36’ --- the initialization is also completed and function well.

(2) 'Send’ HCI commands and ‘Wait’ the responses of ‘0xFF36’ and any other command --- the initialization is failed.
