LAUNCHXL-CC26X2R1: Association permit is false in the Beacon and not able to add devices

I'm using the LAUNCHXL-CC26X2R1 as coordinator and Linux Gateway's command line UI application to add and control the devices.

I am able to add 3 to 4 devices but after that no device is getting added. I have cross verified on the device side, they are able to add to other coordinator.

When I captured the sniffer logs, I have observed that the "Permit Association" set to false in the "Beacon" packet broadcasted by coordinator.

  1. The default setting for the max association table entries is 20. I am sure I haven't added 20 devices to the network. what other factors will effect the association table?
  2. As per the memory size of the LAUNCHXL-CC26X2R1, what would be the optimal association table size?
  3. is there any limitation for the max number of devices in the whole network (not only the direct associations of the coordinator) related to memory?

Details about the test and the sniffer capture:

In the test, I have initiate adding device. It failed three times. At this time the PAN ID was 0x2E9A.

After that I did reset and the new PAN ID is 0x52EA. After reset I am able to add devices.

The sniffer capture and the network keys to decrypt are provided below.
