CC2530EMK: Development kit for CC2530

I want to develop a simple short-range control system for a product I'm developing. Just one controller / display device controlling one device. I want to use something like 802.15.4, but as it's only 2 devices in a network, I might be able use something even simpler than that.

The CC2530 looks ideal to me, but how do I get started developing a system? The CC2530EMK and C2531EMK both seem to need the SMARTRF05EB to program and debug and I can't find a supplier - I assume it's been withdrawn. Does TI still support development with these chips? Do I need to buy the IAR compiler to compile code for these devices, and if so can I get a trial version to try it out before I buy?

I think the CC2538 is more complex than I need. My priority is to develop a simple system with a short learning curve and short software development cycle. Any advice on the simplest way to get started would be appreciated.
