Is it OK to call task_construct after Bios_Start? Will the task be able to run with the expected priority?

Tasks can be created and deleted dynamically, please see Section 3.6 of the SYS/BIOS (TI-RTOS Kernel) User's Guide.

I have one more question: either task_construct and task_create can be used dynamically right? What’s the difference between these two apis?

The create APIs require a heap to allow dynamic memory allocation of the object. The construct APIs must be passed an object structure instead of dynamically allocating the object from a heap, helping reduce the code footprint. This can also be seen in the ti.sysbios.knl.Task module of the TI-RTOS Runtime Kernel APIs.
