I set my CC2652P's I2C speed to 400Kbps and 1Mbps on SysConfig, but it can only run at 333kbps.

The I2C interface can handle 100 kHz and 400 kHz operation as reflected in the Datasheet and TRM. Stability of communication can depend on the I2C secondary device, physical connection length/reliability, and firmware implementation. You can further review the TI Drivers Runtime APIs and TI Driver examples
