Hi Aleksey, I'm not sure what would be causing this. You are clearly able to access other ti.com sub-domains. Geo-location of your IP is not in a restricted area. Hmmm...
Do you have any way of eliminating nodes in between your location and dev.ti.com to help narrow down which one(s) could be causing issues? IE, not using a VPN, not going through any firewalls, not going through a proxy, etc.
The problem turned out to be IP after all. I went through Amazon's VPN and the site opened. Thank you, this topic can be closed

Aleksey Krauchanka would you be able to try to access dev.ti.com through the original IP. We have turned on some additional tracing and would like to see what is happening.
I tried it through the original ip and again 403, but this is all clear, I’m in Minsk, and my ip may be blocked. I was more surprised that the VPNs that I installed in different data centers did not work: Ukraine, Poland
