AFAIK, there is no public example or document for ZigBee Smart Energy Profile ID 0x0109.

Adding on to what YK has stated, the Release Notes clarify that Z-Stack is released as a Zigbee PRO 2017 (R22) certified stack and intended for Home Automation (HA) Profile development. You can review the Application Builder feature (used in sampleapp projects) and explore genericapp expansion to discover what options are available for Z-Stack development beyond the examples provided.
