From the CE test for 2.4GHz in EN300328 test specification, we can find a session talk about the Adaptivity.
4.3.2.6 Adaptivity (adaptive equipment using modulations other than FHSS)
From my understanding on Zigbee, it supports CSMA/CA in default mode, it means the RF will use CCA to listen the channel before Tx.
If the CCA value is greater than the setting value, the TX will try after a certain time back off.
So I think it is similar function as the Adaptivity mentioned in Test Spec, which means customer can set the Tx power big than +10dBm if they can pass the Adaptivity test.
Please double check it.
