This is a real open question. Can you elaborate what software or modulation and environment setup for RSSI reading? By the way, RSSI is never very accurate when RF signal transmitting over the air. There are many factors would impact RSSI reading such as 2.4 G interference.

Even if you use a signal generator the RSSI reading from the chip will have some variation. The RSSI reading will have an accuracy of +/ 2-3 dB due to limitations in the hardware.
How accurate do they want to RSSI to be?
