Can we debug using only the jtag of the sensortag cc2650stk and not using the ccdebug devppack or any other debugger? If yes, How?

Yes, you can connect JTAG pins of any XDS110 or XDS100v3 debugger to debug CC2650STK.

Software IDE-Code Composer Studio.
Hardware-Ive got only the sensortag cc2650stk
Ive read that a ccdebug devpack is required for debugging. But a jtag is provided in the sensortagkit. How can i use that. Could you guide me in detail or give me the step by step procedure.

To program/ debug you would need a XDS100v3 or a XDS110 (or XDS200) connected to the jtag interface. For this the devpack can be used or a CC13xx or CC26xx launchpad.
