Devices joins one co-ordinator without permit join ,but unable to join another co-ordinator .

Hello everyone,

I am working with Z-Stack Home 1.2.1. I have three CC2530 modules configured as routers. I have two 
coordinators, i.e., two CC2531 dongle connected to BBB running Z-Stack Linux Gateway 1.0.1. 

Lets say we have 3 routers x, y, z and two coordinators, A and B.
I have x and y joined in A's network, all up and running since a few hours.
Now I want another PAN with B. So I start up B and try to join z to its network.
My problem is z always gets joined to A. Even if I remove it from A and dont fire permit join command, it still gets added again to A.
I have attached sniffer log to show this.

My question is:
1) I want to z to B's network.
2) Why is z getting added to A again if I dont send permit join from A (also rejoin is false when I remove from A)?
3) In such situations when a device is not in any network and is still searching, if it finds two or more

coordinatiors how it will decide which coordinator to join?
Any suggestions would be helpful.
