ZHA-1.2.0: Beacon Src has Association Permit flag set to True, when assoc list is full; but association response denied

Hello:

I have observed a strange on issue on zHA-1.2.0.

We have an coordinator and several routers, at the time an end-device start to send Beacon Request on trying to join, the Coordinator already has its assoc-list full; But on the Beacon Src reply, the Coordinator has the Permit-Join flag set to true; The enddevice would choose the Coordinator to join, but get the Association response Denied. So this get back-and-forth, the finally the enddevice could not join the network.

Is this a bug for the z-stack?

If association table of ZC or ZR is full, no device can join. It's not bug.

- Yes, it is expected.

But why the Beacon Src Reply set the Permit Join flag to True, if it does not have capability on accepting new device? Is it expected?

Permit join bit of beacon frame is controlled by application. You should disable it from your application.
